Guilaine L. Roussel, P.E. is the President of TERRA engineers, inc.. She has over twenty-five years of engineering and senior management experience providing engineering and project management services on civil engineering, environmental and waste management projects. She has had financial and operations management responsibility for engineering offices and has been Principal-In-Charge or Project Manager for a large number of projects including investigations, feasibility studies, design and construction for dams, reservoirs, tunnels, levees, landfills, and chemically contaminated facilities. Ms. Roussel received a B.S. in Civil Engineering from the Ecole Nationale des Ponts et Chaussées in Paris, France and a M.S. in Geotechnical Engineering from the University of California at Berkeley. She is a licensed Professional Engineer in California, Oregon, New York, and New Jersey.
Robert C. Kirby, P.E., G.E. is a Vice President and Principal of TERRA engineers, inc.. Mr. Kirby has over thirty years of experience providing engineering and project management services on civil engineering, environmental and waste management projects. He has been the Engineer of Record or the Technical Director of teams on numerous projects including dams; dikes; flood control projects; new landfills; wetlands restoration; state-of-the art finite element analyses; dewatering systems; foundations engineering for many types of buildings including high rise buildings, courthouses, university buildings, shopping centers, banks, convention centers, fire stations, and prisons. Mr. Kirby received a B.S. in Civil Engineering from Northeastern University and a M.S. in Civil Engineering and Civil Engineer Degree from the Massachusetts Institute of Technology. He is a licensed Professional Engineer in California, New York, New Jersey, Massachusetts, and Pennsylvania. He is also a licensed Geotechnical Engineer in California.
